Like what we have done in MESOS-4697, {{src/linux/cgroups.hpp}} and
{{src/linux/cgroups.cpp}} have grown to a point where they have become a bit
hard to maintain.
This task is created to track our effort of refactoring the 2 files into units
under {{src/linux/cgroups}} around respective subsystems.
