[~zhitao] I see, with 50 frameworks it seems likely that putting a filter on 
resources for a specific framework is not sufficient.

(1) I don't think that call would benefit from being aware of what role the 
resources are going to be reserved for later.
(2) Seems like a good idea

Actually, I think this approach would require that we have some way to push to 
the front of the libprocess message queue rather than at the back...
since {{updateAvailable}} message is getting to the allocator "as soon as it 
can" by being queued to the back.
