Frameworks can upgrade to multi-role capability as long as the framework's role
remains the same.
We consider the framework roles unchanged if
* a framework previously didn't specify a {{role}} now has {{roles=()}}, or
* a framework which previously had {{role=A}} and now has {{roles=(A)}}.
