Description:
CNI spec 0.3 (soon) will be released. It adds the support for network
configuration list

We should consider supporting it as it might completely change the way we
deploy multiple plugins (currently use the delegate model) for a container.
Also, part of this work, we should add explicit plugin versioning support into
CNI isolator.
