Currently, shared resources are allowed for persistent volumes. To mark a
persistent volume as shared, we only allow it via the CREATE API.
However, shared resources is applicable to all resource types and to allow
switching between sharedness of *generic* resources, we need to support SHARE
and UNSHARE calls.

Even for persistent volumes, this allows for changing sharedness properties
outside of creation of persistent volumes.
