With multirole phase 2 we added the capability for frameworks to modify their
{{roles}}. As frameworks cannot launch tasks on resources allocated to a role
the framework does not have, a framework cannot make use of outstanding offers
to a dropped role.
We should make sure outstanding offers to a dropped role are rescinded.
