Currently the network/cni isolator support CNI spec version 0.2 and 0.1. CNI
spec 0.3 has made back incompatible changes to CNI spec version 0.2, and
introduced features such as CNI service chaining and plugin capabilities. We
need the network/cni isolator to introduce a versioning scheme (to be backward
compatible) while adding support CNI spec version 0.3.
