[~neilc] About the correctness of {{ShutdownFrameworkMessage}}: the agent is 
thinking the framework went away so it doesn't sent status updates for these 
tasks. AFAICT the master is not sending them either? If this is the case then 
it's not simply a race condition?

I probably won't be able to get to it this week so please take it if you can :) 
otherwise I'll see if I can next week.
