[~guoger] Yes, to keep it simple for these tasks, how about we don't introduce 
any tree structure in the webui to start with. That means just listing all the 
roles (i.e. "eng" and "eng/dev" and "eng/prod" are all listed as separate 
roles). For the Roles tab, we could have separate entries as well for now and 
we can explore a tree structure afterwards to make the hierarchy more clear.
