After SET PreferredToolArchitecture=x64 properly in my environment, the issue
went away. I have also double-checked ensure_tool_arch.vxproj, in my case, it
is shown as IF NOT %PreferredToolArchitecture% == x64. Please give the latest
code a try and see if the issue went away.
