Currently HTTP checks do not support HTTPS. However, HTTP health checks do
support HTTPS via providing a {{scheme}} field in the protobuf definition of a
health check.
Since configuring HTTPS may include more than just stating the scheme, consider
introducing global {{TLSInfo}} protobuf and use it in HTTP checks.
