This is in progress. We may want more issues to track these items, but:
* Update documentation (in progress)
* Enable building with only Visual Studio 2017 (in progress)
* Enable building without IDE (i.e. just build tools, not totally related but
unblocked)
The second part is necessary. We can't say we're deprecating VS 2015 if we
can't build without it. ZooKeeper needs to be updated to build with VS 2017 (in
progress).
