Description: March 7th marked the release of Visual Studio 15 2017. We are
moving to deprecate the prior version (Visual Studio 14 2015) because it does
not support C++14, blocking Mesos from moving beyond C++11. (was: March 7th

We need to add a warning when users build with VS2015 that it will be
deprecated in an upcoming version of Mesos. The actual date of deprecation is
not yet decided.)
