We need to add the {{MarkSlaveGone}} registry operation to the master allowing
it to store agents that have been marked as gone. The relevant changes to
{{registry.proto}} would also be done as part of this issue. Also, we would
need to prune this list periodically to ensure it does not grow unbounded.
