Given that we use the {{Environment}} protobuf message extensively, refactoring
all hand-rolled conversions into such factory seems beneficial.
Conversion factory should receive a {{hashmap}} and might return an
{{Option<Environment>}} as the {{hashmap}} source may in fact be empty.
All uses of hand-rolled variants should get adapted to use this new factory.
