Summary: Update the tests to produce the resources in the new
format

With reservation refinement, the `Resource.reservations` field is used to
express the notion of reservations rather than the old `Resource.role`,
`Resource.reservation` pair. The test utilities in {{tests/mesos.hpp}} need to
be updated to reflect this change.
