Currently, in the master code we incorrectly assume that an offer operation has
the correct sub-message that corresponds to the {{type}}. We should add this
validation step early in {{accept}} in order to give a better error message, and
also to allow the existing code to continue assume that the {{type}} indicates
the sub-message that will be set.
