You need to configure the logrotate module with some additional options.
Specifically:

"logrotate_stdout_options": "rotate 9"
"logrotate_stderr_options": "rotate 9"

This sets the default logrotation to 10 files of 10 MB each. If you don't
include any rotation rules, using the {{logrotate}} binary is a noop.
