This task is to enable building on Windows with the options
{{-DENABLE_LIBEVENT=ON -DENABLE_SSL=ON -DOPENSSL_ROOT_DIR="C:\OpenSSL-Win64"}},
where OpenSSL 1.0.2L was installed.
* Fix headers so {{winsock2.h}} is always included before {{windows.h}}
* Make cURL respect {{OPENSSL_ROOT_DIR}} on Windows
* Make {{libevent_ssl_socket}} support Windows
* Ensure {{libprocess}} SSL tests pass
