Storage local resource provider needs to call the following CSI API to publish
CSI volumes for tasks to use:
1. ControllerPublishVolume (optional)
2. NodePublishVolume
Although we don't need to unpublish CSI volumes after tasks are completed, we
still needs to unpublish them for DESTROY_VOLUME or DESTROY_BLOCK:
1. NodeUnpublishVolume
2. ControllerUnpublishVolume (optional)
