[~jieyu] and I discussed this in the context of MESOS-8284. We should move the
namespaces APIs in {{src/linux/ns.hpp}} to generally take CLONE constants as
arguments rather than strings. This would remove the need to pass around
containers of strings in various places, and generally make namespace usage
easier to find in the code.
