A generic {{StatusUpdateManagerProcess}} actor is being introduced to handle
offer operation status updates.
This new actor is being designed/implemented in a way that should make it easy
to supersede the current implementation of {{TaskStatusUpdateManager}} with a
one that delegates to {{StatusUpdateManagerProcess}}.
