In 1.5.0 we introduced a resource provider agent capability which e.g., enables
a modified operation protocol. We should enable this capability by default.
If tests explicitly depend on the agent being fully operational, they should be
adjusted for the modified protocol. It is e.g., not enough to wait for a
{{dispatch}} to the agent's recovery method, but instead one should wait for a
dedicated {{UpdateSlaveMessage}} from the agent.
