Right now, the posix launcher does not recover orphan containers to its
internal data structure. This may cause the orphan container process is never
cleaned up and the containerizer::destroy on this orphan container will be
hanging forever.
Linux launcher does not have this issue since it recovers from cgroups
hierarchy.
