Mesos use the CPU_CFS_PERIOD constant to set cfs quota period. This constant
value is 100ms.
Some tasks may need a longer period to increase cpu burst capacity, or a
shorter period for very cpu intensive tasks.
We should at least allow to configure this default period per agent by adding a
command line option.
We may also consider allowing to override this period by scheduler / executor
