Environment: We observed in our internal CI a deadlock of
{{StorageLocalResourceProviderProcess}}. In that case the agent got torn down
while the resource provider process attempted to update an operation status
update. Since the {{StatusUpdateManager}} process has a lifetime tied to the
agent, the update failed which caused the resource provider process to call
{{StorageLocalResourceProviderProcess::fatal}} which terminated the process
itself.
We should remove the self termination to prevent such a deadlock
