The latest commit merges in master and also refactors this endpoint into
the AlertService and AlertController classes that were recently accepted into
master. I think this will make it cleaner by having all the alert-related
functions in a single controller.
This is ready for another pass @mmiklavc when you have time. Check out the
changes I made to AlertController and let me know if they make sense.
