Currently, we have to manually change the version number in all of the poms
whenever we make a release. To streamline the up-versioning process and make it
a bit cleaner, I propose the addition of a `metron_version` property in the
root `pom.xml` file. This property can then be leveraged in all of the child
project poms to keep the version in sync. If, in the future, we wish to version
one or more of the child projects different, this solution does not preclude
that.
