Summary: Force Collocation of Profiler on Host with HBase Client

The Profiler master should be collocated on a host with an HBase client. This
is necessary so that the Profile tables can be created. The MPack should
enforce this collocation requirement.
The service advisor script enforces various collocation requirements. This
should be updated to enforce this requirement.
