I have a [theory as to why this is

that should be fixed thanks to #1045.
That being said, I am not sure that we need a `storm kill <topology> -w 0`.
I think that is just a work around for the problem.
Also, I'm not sure that just using `-w 0` really helps kill a misbehaving
topology, but I could be wrong on that point.---
