METRON-1683: Fix the download progress bar in PCAP UI
## Contributor Comments
The download progress bar in the current PCAP UI work does not appear when
a PCAP search is submitted.
To test, submit a PCAP search. As progress is made, you'll see the blue
background of the progress bar animate from left to right.
