METRON-1867 Remove `/api/v1/update/replace` endpoint
The `/api/v1/update/replace` endpoint is no longer used. This is dead code
and should be removed.
This is dependent on the following PRs.

1. Spin-up Full Dev.
1. Open the Alerts UI.
* View alerts.
