Summary: Full dev deployment server startup timeout

When building full dev on slower virtual systems, it may take longer then 50
seconds for Ambari to fully startup. The startup script will kill the Ambari
server process if it takes longer then 50 seconds.
The amber config item 'server.startup.web.timeout' Can override this timeout.
