Full dev has the options to use vagrant-cashier, which allows for the caching
of yum and rpm repositories between builds.
Unfortunately the full dev deployment also has a number of manual downloads
that use ansible get_url, wget and curl none are which are currently cached by
vagrant cachier.
Using the vagrant-cashier general bucket module, adapt the build process to
cache these downloads so we can speed up full dev deployments.
