METRON-463: Pull RPMs from Remote (configurable) repos
Tested on Docker cluster following procedure here: [Metron
MPack](https://www.evernote.com/l/AhLFVR-9CsFIYYnOnF43BlxSsT4F856qwaY)
Test case 1: Default install (local repo file:///localrepo)
Test case 2: Different repo URL (file:///testrepo)
Ambari will use createrepo to create the repo in local mode (prior
behavior), does not run createrepo in remote mode.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/dlyle65535/incubator-metron METRON-463
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/incubator-metron/pull/339.patch
