Summary: Ability to mark STELLAR functions as deprecated or preview

With the addition of new functions and capabilities to STELLAR we may need or
want to do a couple of things
* Deprecate a function for sunsetting purposes
* Mark a function as "preview" or similarly for the introduction a proposed api
and functions that should be field tested and may not be stable. Currently the
stability of the api is tied to the implicit stability of the project.
STELLAR should have a mechanism to mark functions with these and other possible
future decorations, as well as some capability to report these markings.
This reporting may need to cover these use cases at least:
1. Build time logging of markings ( similar to java deprecation warnings )
2. Some method to validate configurations with embedded STELLAR expressions.
