Summary: Docs generation should use relative or local server links

Currently the build hardcodes the production URL in the generated docs, making
it really hard to test a build locally or on a dev server.
Remove the hardcoding and make the build dynamic to the environment.
Easiest route now might be to pass in the IP or DNS and a parameter.
