To address this issue and the related issue(#8817), we will have to define the
default behavior for 1D vectors in all sparse operators and make changes to all
the sparse operators accordingly. This may take substantial amount of time to
complete, we're now taking a look at the affected operators to get a rough
estimate of doing so.
