Summary: Move slow, redundant testing stages to Nightly

We've enabled public nightly tests and have received suggests to migrate a few
test stages from PR checking tests to nightly tests. We move tests on two main
criteria. First how likely is the tests to be useful at PR time (i.e. how
unique is the test). Second how long does the test take to run. This of
course affects developer productivity.
