Description: It is desired that we can add MKL APT package install in
Jenkins docker image so we can test mxnet build with MKLDNN enabled and BLAS is
MKL case for Jenkins test. This is a general build approach to use MKLDNN and
MKL BLAS so it would be great if it can be covered by Jenkins. (was: It is
