Summary: Setup publishing of Scala API package into maven repo on
daily basis

Create nightly job to produce nightly build using integrated POM file. This is
script in jenkins to build MXNet and Scala API package as single .jar file.
Three jar files to be produced, one per flavor: MacOS X (CPU), Linux (CPU),
Linux (GPU). This should also automate publishing to Apache Snapshot repository.
