This is in reference to the github issue #12247 (throw exception when use
MXDataIter("CSVIter") to train)
The C++ API allows user to create CSVIter to iterate data in CSV format.
However, there isn't any example that demonstrates the usage of this iterator.
We need an example to illustrate the usage of CSVIter in C++ API.
