A user that is navigating the website by keyboard will lose access to the top
level navigation after the search box is activated.
To reproduce, open the home page and tab several times to activate the search
box. After you tab past the search box, it stays open, covering up the
navigation.
Expected behavior: the search box should collapse back to being small when the
focus is no longer on it.
