Description:
A non-administrator user only has view privileges to a process group, however
the Start and Stop buttons in the Operate pallete are active and clickable,
when they should be inactive.
Clicking the Start and Stop buttons doesn't do anything, which is why I marked
as Minor priority, but this is still confusing to the user.
