I'm a +1 and will merge to master. My only comment is that we may want to
call out in the release notes that we removed the auto-migration from the old
state mechanism... probably an unlikely scenario, but someone with a lot of
TailFile processors upgrading from pre-0.5.0 (when state management introduced)
to 1.0.0 would likely want to first upgrade to some 0.x >= 5.0.0 then go to
1.0.0.
