We need to update the Policy page to make it more clear that when updating the
list of users who can view or modify the policies of a component, we are
appending to the list of administrators not overriding it.
This needs to be made obvious as it is different behavior then updating the
list of users who can view or modify a component as these policies override the
otherwise inherited policies.
