NIFI-2301: - Ensure all component specific policies are removed when the 
component is removed. - Allowing snippets to be created if the user has read or 
write access as we don't know what the intended snippet usage. When used the 
snippet is still authorized accordingly. - Ensuring actions involving Process 
Groups correctly authorize encapsulated components. - Not requiring read 
permissions when showing the delete button for Controller Services and 
Reporting Tasks.

This closes #757
