+1 will merge to master. The findings of the cluster behavior appear unrelated
and if necessary can result in its own JIRA.
I did notice that the local saved flow.xml.gz that has the out of sync port
running state does not get updated until that port itself is edited
(stopped/started) but it does take on the running state of the cluster so that
should be fine.
