I've been testing this with PR 832, which has a few minor clustering fixes,
and together everything has been working well. I have repeatedly taken an old
flow.xml that previously produced an uninheritable error in a cluster and can
no longer produce that error with these two PRs applied. So I'm a +1 for both
PRs to be merged to master.
