NIFI-2595: - Updating ReportingTasks to use ComponentLogger instead of creating
Controller level bulletins.
- Making the bulletin responses consistent in that all bulletins will be
included but in redacted form as appropriate.
- Fixing broken unit test.
This closes #892.
